Richard Joseph Higgins, Jr., of Virginia Beach, entered Eternal Life on Friday, August 4, 2017 at the age of 71 years. He was born on December 4, 1945 in Massachusetts to Richard Joseph Higgins, Sr. and Mary McMahon Higgins. He proudly served his country in the United States Navy, attaining the rank of First Class Petty Officer. Richard was also a member of St. Gregory Catholic Church and VFW #4809 of Norfolk. He was also a huge part of the community of Chic’s Beach, the Patriot Pub, and Green Parrot.
He is preceded in death by his parents, and brother Kevin.
Left to cherish his memory are his son Richard Joseph Higgins, III and his wife Leann; son Paul and his wife Wendi; grandchildren Ricky, Katie, Frankie, Kelli, Jon Jon, and step-grandson John Basic; great-granddaughter Kennedy Elizabeth Higgins; siblings Billy, Eleanor, Stephen, Brian, Mary Lou, Shawn, and Adele. Further survived by other relatives and friends.
A Memorial Mass to honor Richard’s life will be celebrated on Friday, August 11, 2017 at St. Gregory The Great Catholic Church (5345 Virginia Beach Blvd. Virginia Beach) at 11:00 AM. He will be laid to rest at sea at a later date.

Higgy was a great shipmate to me and to all he ever met. I know myself and all the sailors who got to know Higgy wish him “Fair Winds And Following Seas” in his final journey.
My Green Parrot buddy will be truly missed! That chair has your name forever on it.
I met Higgy onboard the USS Concord. He was our LPO and we worked together on the flightdeck. He was great to work for and stood up for us many times. I remember going over to his house for cookouts with his family. We always had a great time. Higgy will be missed greatly. Fair winds and following seas my friend. R.I.P. Sir

USS Concord Veterans Association is saddened to learn the loss of SK1 Higgins. He was a true sailor who loved our ship and his shipmates. Our thoughts and prayers are with the Higgins family. He will be missed.
Higgy was a 2nd father to me during my time in the Navy. He, is wife, Ricky and Paul welcomed me to their home as if it were my own and they put up my family when they visited for our ships homecoming. Higgy always took care of his sailors on the Concord! He loved life and he for sure loved those Red Sox! My condolences to the family.
I didn’t know him for very, but still made a positive impact on my life. He will be missed.
