Queen Victoria Franklin, 68, of Virginia Beach, departed her loving family on February 16, 2022 surrounded by people that loved her. She was born in Norfolk, VA on October 27, 1953 to James Elijah Bateman and Olive Swindell Bateman. Queen was the widow of David Keith Franklin, whom she looked forward to joining in Heaven. She often said, “I am not a widow, but rather a wife in waiting.”
Queen is survived by her children, Joshua Stivers, Tara Callis, Caleb Stivers, Jason Franklin, and Nancy Franklin Green, daughter-in-law Janis Gamester, son-in-law RL Green; siblings Rose Harrill, Theresa Cleanthes, Virginia Whitley, James Bateman, and Issac Bateman; grandchildren Courtney, Ethan, Jason (Little J), Hunter, Miranda, Timothy, Chase, Emily, Allie, Annabeth, and Khloe. She is further survived by many nieces and nephews and many that she has adopted along the way as both children and grandchildren. The most important thing to her in life was her family. She always said, “I am the richest woman in the world.”
She loved thrifting, the sun, the beach, painting and riding motorcycles with Keith, and coming up with new business ideas.

My memory of your sweet Vicky was how strong she was. What an amazing wonderful mother she was and a loyal friend. Her family meant everything to her.
Rest In Peace Vicky and we all will see you later.
We are praying for you beautiful family! You were an example for us all! Rest peacefully in heaven! Love and Light!!
God Bless, reunited again with the Love of your Life ,in Heaven.
Keeping your family in my thoughts and prayers at this time. In the short time I knew your Mom, she has left lasting memories that I will never forget. She was the most positive human I think I have ever met. – there was never any negativity – the world definitely needs more people like her ❤️
I will always cherish her strength, love and warm home she always always welcomed me into with open arms.
Thank you for your laughter and love.
