Frances Moyer Riggs, 90, of Virginia Beach passed away on Sunday, March 20, 2016.  She was a lifelong resident of Princess Anne County, Virginia.
She was predeceased by her husband Robert “Toppie” Riggs and great-granddaughter, Sara Karsen.  She is survived by her five children; Robert (Rene), Lewis, Ann Henley (Al), William “Billy” (Beth) and Richard (Kim); eight grandchildren, Christine, Laura, Ashley, Ryan, Shaunna, Michael, Megan, Richard Jr. and Michaela; six great-grandchildren, Evan, Emily, Henley, Hattie, Cameron and Collin.  She is also survived by her adopted son Buddy Carroll and brother Charles Moyer.  She was a member of the Eastern Star, Legion of Honor Golden Unit Wives’ Club and Tabernacle Methodist Church.  She was chief at the Sigma Precinct for 37 years.
A funeral will be conducted Thursday, March 24th at 11:00 am in Tabernacle United Methodist Church, 1265 Sandbridge Rd., in Virginia Beach by the Rev. Jack Davis.  Burial will be a Willowood Cemetery.  The family will receive friends at Altmeyer Funeral Home, 1801 Baltic Ave. in Virginia Beach on March 23rd from 6:00pm-8:00pm.

To all the family, my sincere condolences on the loss of Francis who played such a special roll in all of your lives. I cherish our friendship of 50 plus years and the memories we made together. It’s comforting to know that she and Toppie are together again. Love and prayers to you all. Helen
