Phillip Allen Miltier, 54, went to be with Lord on Wednesday, July 5, 2023 in Virginia Beach, Virginia surrounded by family. Phillip was born March 20, 1969 to Ginny and Happy Miltier in Portsmouth, VA. He was a graduate of Portsmouth Christian.
Phillip met his rock, his soulmate, and the absolute love of his life Cynthia Harrell in Portsmouth in 1990. After the greatest 11 year stretch in the history of dating, the two lovebirds tied the knot in 2001. Through this union of love they inherited three children; Tiffany, Kenny, and Billy Wayne, as well as a host of grandchildren. Phillip was a valued asset to HRSD for the last 13 years, his work ethic and dedication shining through as he advanced within the company. He was a great example to all he came across. Phillip was the quintessential patriarch: perfect because he was imperfect. An outstanding example of what being a man was truly all about. He loved everyone, warts and all, and would without hesitation come to your aid in any way possible. His wife and his family were his everything, as witnessed by his countless acts of service devoted to ensuring everyone around him was always taken care of. Even being a Cowboys fan couldn’t stop people from instantly loving him. Some of his favorite things to do were: cooking out on the grill, being the family mechanic, plumber, and all around handyman, and being a father figure to the numerous grandchildren he was blessed with.
Phillip was predeceased by his mother, Ginny. Left to immortalize his memory are his wife Cynthia; three children, Tiffney (Gerald), Kenny (Crystal), and Billy Wayne; grandchildren, Brandon (Faith), Dylan, Braeylan, Karter, Alyjah, Liam, Trevor, Carson, and Kash; father Happy; siblings, Deborah, William (Bonnie), and Ronald (Lori); nieces and nephews Heather, Ashley, Daniel, Kimberly, Joshua, Katie, Jeremy, Shawna, and Jeremy; great-niece Adrienne; family dog Ralph and a host of loving friends.
A celebration of life will be held at 2:00 p.m. on Sunday, July 16, 2023 at Altmeyer Funeral Home, 5033 Rouse Dr. in Virginia Beach. The family extends an invitation to anyone wishing to continue sharing memories honoring Phillip’s legacy for a repast at the family home following the service: 5320 Sir Barton Dr, Virginia Beach, VA 23462.

My heart goes out to Phil’s amazing family… If he wasn’t talking about work, then he was talking about you guys. I’ve never worked with such a passionate and dedicated person as he was ever before and I probably never will again. He was a true blue-blood, respected and admired by everyone he worked with. They just don’t make ‘em like Miltier any more. I’m so lucky to have been able to call him a co-worker and friend.
